A cynical part of me wonders if low value cards were deliberately chosen for this drop because WotC knows fans of the franchise would buy it anyway

Worse versions of existing competitive commanders/decks - another facet of what makes a deck competitive is not choosing to play something that's consistently going to perform worse than another build with the same strategy (for example Prime Speaker Zegana/Keruga, the Macrosage could also be a solid Simic Food Chain deck, but Uro, Titan of Nature's Wrath is the best choice for this kind of deck for cEDH)
